The Water People’s raft city of Tipal is a collection of logs, planks, boats, and whatever flotsam has drifted into it over the years. Originally, it was constructed so that the individual rafts could come and go at will, lashing to whatever happened to be on the outside edge; many rafts soon became locked in the middle, and as the city grew they became the centers of governing, trade, and craft.
Nominally led by a half-elf named Rassa, he allows the city to be run by a Council of Elders – coming from all walks of life. Taera is often the face of the council, for she is the youngest to be counted among their number, and she often dispenses the tasks that adolescents are assigned to prove their worth as adults and be accepted as productive members of the tribe.
Several older rafts and boats near the center comprise the bazaar, where many goods are traded. Those looking for goods from foreign lands do best coming here, as most will bring exotic trinkets or metals here to gather the highest price.
